Recommendations to the Administration
Regarding the Principle

The administration should consider below points in order to act in
accordance with the principles of right to be heard and right of defence:
➢ The persons concerned should be informed about their rights in a
timely manner and in the most appropriately manner to the nature of
the proceeding.
➢ Authorised persons must respect the right of defence of the relevant
parties in all the stages of decision-making on matters concerning the
rights and interests of the individuals.
➢ The Administration must take opinions, suggestions and requests of
the general public into account through such methods as face-to-face
communication, surveys, visits to citizens etc. with those benefitting
from public services within the scope of increasing the variety of the
administrative services and quality of both service provision method
and current services.
