Manual On Good Administration Principles








                   The Sultan must take a seat on the Divan-ı Mezalim  twice a week
                     & Grant the right of the aggrieved taking it away from the cruel
                           Listen to the complaints straight from the horse’s mouth
                                                      And rule accordingly…
                               When the fact that the ruler of the world summons
                  those wronged and the downtrodden twice a week spreads around,
                                    the cruel becomes terrified and tread lightly,
                                                      for fear of punishment
                             they cannot venture to do injustice or corrupt anyone.

             Rthose concerned to  submit all kinds of information and documents before
             the completion of a proceeding the consequences of which they will bear, that
             allow them to express their opinions regarding the issue and which, accordingly,
             secure the participation of the concerned individuals.

             Above-mentioned principles stipulate the following:

                     Acting on accurate data and respecting the requests of those concerned
                     while taking an action;

                     Ensuring  the  effective  participation  of  the  individuals  in  decisions
                     which will affect them.
