Recommendations to the Administration
Regarding the Principle
The points that should be considered in terms of transparency by the
administration are below:
➢ The administration must use plain language in its written and verbal
communications.
➢ Government should be based on participatory, transparent and
individual-centric approach to ensure the trust of the individuals in
the administration and provide support therefor.
➢ The administration should measure the satisfaction, demands and
requests of the public through some communication tools and
methods such as surveys and other media and endeavour to increase
the quality of public service provision.
➢ The complaints regarding unethical behaviours of public officials must
be examined in accordance with the principle of transparency.
➢ The administration should not avoid sharing necessary information
and documents taking refuge from privacy, in the case that the
administration shall not provide information due the privacy reasons,
detailed justifications therefor must be provided.
➢ The administration must inform the general public about its activities
through varies media and take measures that will facilitate access to
information.
➢ In order to ensure transparency and accountability, the administration
must ensure information flow from the administration to the citizens on
a regular and dependably basis. The administration should announce
its activities not only through publishing reports on legislation, but
also through preparing guidelines for citizens and ensuring the access
of the general public thereto.
➢ The participation of the service beneficiaries in decision-making
mechanism should be ensured and a great deal of importance should
be attached to exchange of views.
➢ The administration must definitely ensure access to regulatory
processes such as by-laws, directives, communiques and circular
letters within the framework of transparency, clarity and predictability
principles.
