refer to the other accountable institutions. However we do monitor the
               situation. Those complaints that we receive that would be for example
               against certain private entity we would take it in to account and we
               would report it to the parliament eventually.
               So in Croatia this year and last we had the increase for about 40% as
               opposed to 2012, last year the increase was 63%; so, even larger. I
               know the total amount of cases as not big but as I said we are rather
               small country and of course my ambition is to have more and more
               complaints  and  not  less  of  them.  We  started  the  year  with  forty
               employees and hopefully we will have 48 at the end of the year and
               they  work  in  five  divisions  which  is  maladministration  or  classical
               ombudsman which also works in human rights protection area then
               the  NPM,  National  Equality  Body,  PROMO  and  admin  and  as  I  said
               our budget is 1.3 million Euros. Regional offices I think is the highest
               achievement that we’ve managed to that in the last year and a half so
               I leave it at that and of course looking forward to any question you
               might have. Thank you.


               CHAIR: Thank you very much, Lora, excellent timing so I didn’t have to show
               you the clock. I think you have touched upon practically all the keywords I
               had in mind and we will come up in the discussions, “outreach”, “visibility”,
               “adequate resourcing” and one sentence I underlined was, I think that is
               also where we need to think because there may be a contradiction but that
               is the today’s challenges, how to ensure or think about the stability of the
               mandate at a time when the administration face the urgency of different
               matters and you have referred in your case to your staff being in Serbia,
               Croatia so how to cope with these challenges and that might be interesting
               to  see  within  specially  the  EU  today  within  the  different  institutions  of
               human  rights,  how  an  effective  multilateralism  within  the  international
               framework but also in the regional framework could be insured.  And this
               food for thought maybe is a good way to give the floor to Sirpa Rautio
               because when I looked at your website and the way the structure of your
               institution has been thought with a lot of thinking on research maybe your
               presentation and the discussion which will follow will be a good way to
               introduce also a thinking to a more wider discussions apart the specific
               role of the ombudsman.
