Manual On Good Administration Principles



               ==>  Acting  impartially  in  the  public  service  provision  without
                     discrimination among citizens,
               ==>  Protecting  vested  rights,  which  are  secured  by  law,  and  fair
                     expectations resulting from regulatory proceedings and consistent
                     practices,
               ==>  Respecting  a  number  of  standards  and  ethical  principles  while
                     providing services,

               ==>  Providing citizen-centric, high-quality and appropriate services,
               ==>  Improving  the  democratic  culture,  which  will  also  enable  the
                     participation of the citizens in the administration,

               ==>  Adopting the understanding that the State exists to serve the citizens
                     and showing respect and esteem duly required by the citizens,

               ==>  Establishing a public administration which is easily accessible, swift
                     in decision-making, transparent and which pays regard to requests
                     and complaints and adopts participatory approach,

               ==>  Furthermore, acting in accordance with the principles of reasonable
                     time limit for taking decisions, duty to state the grounds of decisions
                     and  indicating  appeal  possibilities  and  time  limits,  notifying  the
                     decision without delay to the person concerned by also abiding by
                     several procedural rules in its act and actions as well as attitudes
                     and behaviours with a view to enabling the citizens to exercise their
                     right to legal remedies.
               In conclusion, with this manual, it is aimed to guide the administrations
               regarding  the provision  of the  public  services  with a view  to truly
               establishing the understanding of a “citizen-friendly” administration.
