Manual On Good Administration Principles



               Especially due to transition to presidential government system, we have
               prepared the Manual on Good Administration Principles in order to ensure
               faster and smoother enjoyment of the public services by the public, reduce
               bureaucracy, increase the participation in and quality of services and guide
               the administrations with a view to ensuring effective use of legal remedies
               in cases of any malfunction in the provision of services.
               This Manual takes the principles set forth in Article 6 of the By-Law on
               the Procedures and Principles regarding the Implementation of the Law
               on Ombudsman Institution as a basis and it does not only provide general
               information  about  these  principles,  but  also  it  is  drawn  up  in  a  way  to
               guide  the  acts  and  actions  as  well  as  attitudes  and  behaviours  of  the
               public  institutions  and  organisations.  Thus,  in  addition  to  the  academic
               information and legislative arrangements contained herein, the decisions
               made  upon  the  applications  filed  to  the  Ombudsman  Institution  have
               been touched upon; in doing so, it has been targeted through the case
               studies  exemplified  to  ensure  that  the  administration  internalises  the
               understanding of good administration. Moreover, efforts have been made
               to draw the attention of the public personnel by listing the issues requiring
               due diligence.
               Therefore, the Manual on Good Administration Principles has been drawn
               up  with  a  view  to  establishing  a  “citizen-friendly”  understanding  in  the
               administrative  mechanism,  ensuring  the  rule  of  law  truly  by  protecting
               fundamental rights and freedoms during service provision and ensuring
               the adoption and use of the principles of good administration by the actors
               of the public administration as a basis for their acts and actions.

               It should always be remembered that good administration is a right of the
               citizens while it is an obligation of the administration.
               Internalising  the principles  of  good  administration  in  our  administrative
               organisation  is  essential  for  Turkey  to  achieve  its  2023  goals.  Adopting
               a  human-oriented  approach,  which  secures  justice,  and  increasing  the
               quality of public services are the most important means of the sustainable
               development.  With this juncture, I hope that this Manual will be beneficial
               to all our citizens and administrations.
