                              Recommendations to the Administration
                                      Regarding the Principle



                   The administration  should  consider the following  points  regarding the
                   principles  of  protection  of  vested  rights and  compliance  with  the fair
                   expectation:

                   ➢  The administration  should  continue  its  ongoing  practices exactly
                      for  everyone  except  in  legally  justified  circumstances;  within  the
                      framework  of  the  principles  of  clarity  and  predictability,  it  should
                      declare in advance how a matter is pursued and how to proceed in
                      dealing with the matter.
                   ➢  Should  the  administration  need  to  amend  ongoing  practices  and
                      regulatory procedures in accordance with the current conditions or
                      service requirements, it should pay attention to include transitional
                      provisions  with a view to meeting the fair expectations  of  the
                      individuals.
                   ➢  The administration should avoid practices and arrangements which
                      may prejudice the vested rights granted by law in its acts and actions
                      as well as proceedings.
