First  and  foremost,  the  Ombudsman  Institution  must  encourage
                  application by many more people so that more and more victims can feel
                  satisfied. With this end, public service delivery must be emphasized while
                  the topics that fall into the mandate of the instruction are being identified.
                  In article 1 of the Purpose of the Law on the Ombudsman Institution of
                  Turkey, the statement of ` public services delivery` is used.
                  In Article 3 on “Definitions”, while the term of administration is defined,
                  the statement of `private law entity that delivers public services` is
                  expressed. Though there are certain topics left outside in the mandate
                  of Ombudsman, any public organization is subject to the scrutiny of
                  Ombudsman.
                  As understood from the recommendations and the annual reports of
                  the Institution, acts and deeds of the individuals subject to private law
                  are deemed as part of public sphere and public private law.
                  According  to  the  law,  the  ombudsman  institution  of  Turkey  shall
                  review the applications not only in view of compliance with law but also
                  fairness. Fairness is a principle that aims to eliminate mishaps that may
                  arise from strict implementation of written legal rules. Fairness means
                  delivery of justice that is softened with compassion, conscience and
                  mercy. Fairness is one of common principles of law that is not written.
                  Ombudsman institution is a chance to combine justice with law. Since   3 rd  INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
                  Ombudsman will resolve the disputes that are subject to complaint,
                  considering the principle of fairness, it has a function different than
                  judicial  bodies.  Role  and  functions  of  ombudsman  institution  gain
                  more and more importance about matters such as women rights, the
                  rights  of  the  disabled  and  anti-discrimination,  it  must  interpret  the
                  subject of complaints departing from the broader concept of public
                  services delivery. Secondly, such organizations must elaborate cases
                  in line with the concept of fairness.
                  That is all about the introductory remarks on my part. I took the liberty
                  of talking as the chair and took a few minutes of yours.
                  Now,  we  will  hear  the  speakers.  First  speaker  will  be  Mrs.  Calliope
                  Spanou, Ombudsman of Greece, who will talk about Ombudsman and
                  women rights.
