                                       OMBUDSMAN and the RIGHTS
                                               of the FRAGILE GROUPS




            PRESENTER-

                  Esteemed Chief Ombudsman of Turkey,
                  Distinguished Guests,

                  The  opening  of  the  3   International  Symposium  of  Ombudsman
                                      rd
                  Instructions was held in the morning. Following the lunch break, we
                  will start the first session.
                  To  chair  the  session  on  Ombudsman  and  the  Rights  of  the  Fragile
                  Groups,  I  would  like  to  invite  Prof.  Zehra  Odyakmaz,  Dean  of  Law
                  School at Mevlana University.
                  Other speakers of the session are: Calliope Spanou, Ombudsman of
                  Greece, Juiris Jansons Ombudsman of Latvia and Jernej Rovsek, Acting
                  Ombudsman of Slovenia.

                  Distinguished participants,
                  And members of the audience,

                  Once  again,  welcome  to  the  3   International  Symposium  of
                                                rd
                  Ombudsman  Institution,  hosted  by  the  Ombudsman  Institution  of
                  Turkey. I am so delighted for seeing no reason to tell about the benefits
                  of ombudsman about which I have been incessantly working for 18
                  years in Turkey because this institution is in place now and working
                  really hard with a busy agenda.
                  In this session, we will discuss the fragile groups from the standpoint
                  of legal technicalities and exchange comments in discussion part.
