Recommendations to the Administration
Regarding the Principle
The following are the matters that the administration should consider in
line with the principle of absence of discrimination and equality:
➢ It should not be forgotten that discrimination abuses the general
public›s trust in the administration by causing injustice and the
principle of equality should be observed in all kinds of activities.
➢ The administration must not discriminate on the grounds such as
language, religion, race, colour, sex, opinion, belief, kinship, class,
group, etc., it must not grant privilege to individuals or groups
based on these grounds.
➢ The administration should respect the principle of equality by
treating those in the same situation the same and those in different
situations differently and should aim to prevent the formation of
privileged status.
➢ Since the principle of equality will not be undermined if the
characteristics of the situation requires a different implementation,
the administration should analyse the concrete case properly and
proceed to conduct a different practice by justifying the different
practice among individuals.
➢ As a requirement of the principle of equality, the administration
must take the necessary measures to ensure that equality between
men and women can be achieved in practice.
➢ The administration should give priority to the children, the elderly,
the disabled, the widows and orphans of the war and duty martyrs
and veterans in terms of providing all kinds of services and social
facilities as a result of positive discrimination.
