I apply only to the president of the court with the case law of the
European Court of Human Rights and give the recommendation to
be more effective in this concrete case because without that it will be
another case in the European Court of Human Rights, it will be another
judgement against Ukrainian with the concrete seen of satisfaction
concerning violation of the right of the person concerning fair trial in
the field of length of the procedure. It is only the recommendation
the president of the court is not responsible for this concrete case it
is not the judge in this case but the president of the court has a right
to see what has happened in this situation. Why the case is so long
in the court, why the case is so long in the procedure concerning the
guiltiness or guiltiness of the person. If the president of the court sees
the case is very difficult that the case has for example a lot of witnesses,
a lot of defendant, so the president of the court can explain me what
has happened and can explain me that all this okay, this five years are
absolutely reasonable time for this case. If not the president of the court
can see more concrete for the work of this judge and can give him an
advance concerning the speediness of the procedure in this case so it is
only what I mean when I send this recommendation to the court.

SAİT KORKMAZ – Hello, my name is Sait Korkmaz, Expert from Turkish
Ombudsman instruction.
I have a question to Mr. Tyndall, Ombudsman of Ireland.
When I browsed the websites of ombudsman intuitions regarding
ex-officio authority to start an investigation or review, a figure on
the website of Irish ombudsman was striking for me. When it was
detected that the number of complaints by the elderly regarding
the services delivered for them in the public hospitals was reduced,
Ombudsman of Ireland started an ex-officio review and to the best of
my recollection, I guess different methods of review were employed.
Within the context of this example, under which circumstances does
Ombudsman conduct an ex-officio review with what methods?
