cases requiring perception management that appear suddenly, it is a
duty of the public administrations or organizations to ensure a right
perception before public. To put it in other terms, to ensure creation
of right perception before public opinion.
There are some important judgements and I want to refer to the
judgement no. 2014/3076. In a day, 400,000 fake accounts are opened
and an incidence occurs when this information is shared.
The judgement says that the measures resorted by the related
public organization does not contain grounds that will eliminate the
concerns of the public regarding the fact that freedoms are limited. In
other words, “represent yourself in the best manner” is the gist of the
judgement.
To put it in other terms, it is assessed that though a public organization
implements such a measure on rightful grounds, the execution with
the selected method makes it difficult for that organization to defend
its actions.
Instead of enlightening information and opinions, statistical details and
figures that are not related to the topic were included in the reasoning
by the related public organization, says the judgement. Therefore, the

accurate information. Thus, it is not sufficient to be right; it is needed
to express it in the right way. So, the agenda says that this is the duty
of the public sector and a public administration is responsible of not
being misunderstood by the citizen that is a duty too. In a nutshell, that
is a duty that has been established early within the scope of mobility.

I will skip the part on culture of consensus covered by the report of
2014.
There are significant points about the Gezi movement and incidences.
As for the judgement on Gezi incidences, there are similar observations.
For instance, the Ministry of Health and the Ministry of Interior did
not sufficiently inform the public and the institutional communication
mechanisms were desperate. Provision of accurate and sound
information and documents is the duty of the state.
