Manual On Good Administration Principles



                                          “Administration means honesty.

                 onesty is a principle providing that all public servants should be correct and
             Hreliable in all their acts and actions and avoid behaviours that will mislead
             or do harm to those benefitting from public services.
             The requirements of this principle are as follows:

                     Public servants should tell their interlocutors the truth and guide them
                     correctly;
                     Public officials should avoid behaviours that may obscure the trust of
                     the individuals in the state;

                     The  administration  should  not  act  in  a  manner  that  may  harm  the
                     notion that it is honest with the public.



                                        Legal Basis



               The principle  of honesty,  which  draws a frame  for the  behaviours and
               attitudes  that  the  administrations  should  assume  and  serves  as  the
               minimum  behavioural  threshold  for  the  administrations,  is  subject  to
               various legal texts

               Article 135 of the Constitution, with the title of “Professional Organisations
               Having the Characteristics of Public Institutions”, lays down the following
               provision: “Professional  organisations  having  the  characteristics  of  public
               institutions and their higher bodies are public corporate bodies established
               by law, with the objectives of meeting the common needs of the members
               of a given profession, to facilitate their professional activities, to ensure
               the development of the profession in keeping with common interests, to
               safeguard professional  discipline  and  ethics  in  order to ensure integrity
               and  trust  in  relations  among  its  members  and  with  the  public;  their
               organs shall be elected by secret ballot by their members in accordance
