                              Recommendations to the Administration
                                      Regarding the Principle




                   The points on the principle of honesty that should be considered by the
                   administrators have been provided below:

                   ➢  The reliability of the administration in the eye of the individuals should
                      be ensured. In order to achieve this, the administration should avoid
                      acts and actions as well as attitudes and behaviours that may cause
                      doubts in this regard, damage the principles of justice and honesty.

                   ➢  Authorities should act in integrity as a requirement also of the principle
                      of impartiality.  The authorities  should  not  only  adopt  an honest
                      attitude  in  their decisions,  but  also  avoid  the behaviours  that may
                      obscure the trust of the society in the honesty of the administration.

                   ➢  The administration should be committed to earning the trust of the
                      citizens  and  avoid  the  acts  and  actions  that  bring  discredit  upon
                      administration in the eye of the society.
                   ➢  Administrative  decisions  and  processes should  be based  on  a
                      comprehensive examination  and  carried out  swiftly, diligently and
                      objectively.  More sensibility is required for interiorising the “culture
                      of citizen-centric public services” and bringing citizens into the focus
                      of the service provision.

                   ➢  The inspectors should conduct their work honestly and avoid images,
                      attitudes and behaviours that may damage the dignity and reliability
                      of their tasks.
                   ➢  The administration should not commit itself to an issue that is not in
                      its jurisdiction when evaluating the requests of the individuals and
                      should not mislead the concerned persons and lead to an expectation.

                   ➢  While providing information on the issues falling under its remit, the
                      administration  should  ensure  the accuracy  thereof  and  should  pay
                      attention to the fact that such information is provided in writing for
                      proof.
