the national council of human rights is made up logically as its name
               indicates, open council having a pluralistic character where different
               alienations not for their perfect knowledge and rich experience in the
               sensitive field of the protection of the rights of persons they therefore
               orient its resolutions.
               The mediator of the Kingdom of Morocco he is himself, the ex officio
               member of the council and attends all its meetings. The attributions of
               the two institutions overlap without necessarily interfering in the vast
               field of human rights on its diversity. The mediator and the national
               council while being separated carry out their missions in a well ordered
               and clear manner in order to escape any kind of potential interference
               or overlapping. A permanent cooperation is established thanks to the
               possibility of mutual transmission of cases concerning each of the two
               institutions.  Through  the  action  of  the  mediator  of  the  kingdom  at
               international arena and its affect to the contribution of the different
               regional  international  networks  it  acts  actively  in  order  to  bring
               official recognition to the prominent role of institution on mediation
               similar to the status already acquired by the national institutions for
               human rights namely by the advisory council that was established at
               the human rights council of the United Nations in Geneva. Morocco
               was actually behind the adoption of the UN General Assembly of the
               important resolutions which backed up this wish.

               In this international context and of our privileged rapport with many
               countries with whom we entertain friendly relations we have noticed
               the existence of different adopted models. Some are set up with one
               advisory or national human rights commission having specialized units
               in charge of specific units. In this case the part devoted to the classical
               administrative mediation remains very modest where the need arises
               to exert efforts aiming at creating close proper horizons of mediation.
               Others on the contrary separately set up many structures concerned
               with distinct and specific aspects of human rights. From this perspective
               mediation on the whole is autonomous as of its creation and bears
               various appellations which between the traditional Islamic Diwan Al
               Madhalim sometimes confused with administrative tribunals. People’s
               advocate or defender or rather the defender of rights or ombudsman
               unfortunately other countries make delays in choosing one formula
               or  the  other  for  diverse  reasons  mainly  political  among  others,  we
