also note for all purposes because of the increasing concern of public
opinion about the situation of some disadvantage and marginalized
social categories the existence in some countries in addition to those
too many institutions which are the mediator ombudsman and the
human rights council of commission therefore other institutions
defend the rights of children or those of disabled persons although
the tendency recently observed is related to the idea to gather all this
entities within a unique major organization devoted to the defense of
all these human rights and this maybe the evolution at the mid of a
long run for declared or undeclared motives yet understandable for
question of budget management and for governors.
In short according to the relevant the UN Conventions the concern
of protecting human rights in their diversities and issue at stake
and thanks to the support and voluntary follow up by regional
international networks to the benefits of countries where they do not
yet exist and will reach I am pretty convince in more or less in the
short run the generalization of the system of institution mediation as
an overwhelming component of the political arena in order to better
react to the aspirations of public opinion through all countries and in
the different countries, by doing so we will be able to respond to the
demands of people everywhere.
Now, please allow me to go the second part of my presentation. This is the 3 rd INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
presentation of the institution of the mediator of the Kingdom of Morocco.
I have handed out in this regard to the secretariat for distribution an
informative brochure on the institution of the mediator of the Kingdom
noting its features and especially innovations that distinguish its actions.
Our institution in its current modern form is relatively of recent creation.
Since it was establish in March 2011 succeeding a similar institution that
was in operation in since 2001. It is Diwan Al Madhalim which in its turn
came after successive after structures devoted to the examination of
complaints to refer them to the component administrative bodies. The
origin of these bodies goes back indeed to ancient times of our country
and the Islamic community but why this appellation changes? On the
ground it is much less a new name rather than an update to reflect the
achievements made at the international level in the field of mediation
and more particularly in the most developed countries in the domain of
democracy and protection of human rights.
