fairly limited resources to tackle themes and to increase knowledge
                  so what we do is look at international norms sort of comparative, the
                  domestic system are put together in thematic files that we can then
                  use for different purposes, for training and education, for information
                  provision  and  we  have  been  looking  at  rights  of  elderly.  Very  big
                  increase and improvement took place in Finland about how to provide
                  proper care for the elderly in the same way with the disabled and the
                  list continues.

                  If  I  would  describe  the  human  rights  center  with  one  word  is
                  “cooperation”. We work with everybody and it takes a lot of time but
                  it also the fun part of it because you meet different groups and get
                  different ideas so just last week we were all up in Lapland for two days
                  with all researches that were interested in some ways in human rights
                  fundamental rights and we started a network that will make sure that
                  all  the  research  that  happens  in  Finland  becomes  available  to  the
                  center and we will help to publicize that and of course that gives us
                  great amount of information about what’s happening and how things
                  are being implemented.
                  Finally I should mention the international European cooperation but I
                  do not have much to add what the Croatian ombudsman was saying.
                  We work very much with the European network and I am very happy
                  to see that it is getting stronger and there are more resources and I   3 rd  INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
                  think this will be a growing work for us but we also get a lot out of it.
                  We learned from the Danish colleagues who have a huge human rights
                  center.  We  learned  from  the  Germans  and  we  are  able  to  jump  to
                  different levels very quickly when we see how they have being tackling
                  new emerging issues for example business and human rights. So this
                  is really it is not just nice but also very beneficial.
                  And  for  the  other  bodies  I’ve  already  mentioned  and  then  my  last
                  point is some reflections before the discussion can really start going.
                  So overall we think the model works, it is a positive experience, and
                  it  is  perhaps  not  perfect  I’ve  already  mentioned  the  balance  I  think
                  the balance should be maybe 20% for the promotion but we will get
                  there eventually. Ombudsman is 95 we are 3, 5 you cannot expect us
                  to be at the same level yet but we are working out. So again echoing
                  the  Croatian  example  the  promotion  is  difficult  because  you  need
                  different  skills  then  usually  and  you  need  to  be  more  creative  and
