QUESTION and ANSWERS –SESSION II
CHAIR: Thank you very much.
Let me say a few words in Turkish; later, I will repeat them in English.
As I have expressed at the beginning, we have maximum 30 to 45 minutes.
On this occasion, I would like to thank you for allowing me to chair the
session.
I have questions about three points but rather, I would like to lay the
grounds for exchange of opinions.
I will make a few comments only. In particular, I would like to refer to
Thomas Hammarberg. We worked together at the Council of Europe when
I was an ambassador.
Thomas Hammerberg was the commissioner of Human Rights at the
Council of Europe. He once said that: It is not sufficient to adopt and adjust
the European and international standards. They must be put into action
both at the local and the national level. So, as to assure that, local and
national governments must create independent human rights monitoring
bodies, Ombudsman intuitions or similar bodies or mechanisms because 3 rd INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
they make a difference in a country and their ethos and integrity must be
respected.
We have seen different experiences here and as a person who is a member
of public service delivery chain, I can reflect this perspective. I can very well
understand the perspective underlined by Thomas Hammarberg. Here, it is
vital to respect integrity and honor of the ones who have such power vested
in their hands.
Thus, this was a comment on my part that is most probably an important
one for all speakers.
My second comment is the following. In fact, Mr. Sirpa., I would like to ask
you a question: speaking of democratization, for instance I lived in Pakistan
and Iran, as the UN Special Representative. When different structures
are encountered, the following should be remembered: Democratization
develops within a society and it has no black and white processes, and
