could come long way already. But I also think respecting and listening
                  even when you do not necessarily agree with the others. I think in this
                  short time this is the best I can try to answer and this is what I have
                  also seen in my own experience. I had a pleasure of working with Mr.
                  Hammarberg for almost four years in Council of Europe and he was
                  absolutely  wonderful  communicator,  he  really  knew  how  to  talk  to
                  people  I  saw  people  crying  when  he  was  giving  speeches  probably
                  myself as well, he was very effective in that and I think it is because
                  he didn’t speak as, you know, he didn’t speak legalistic speak he really
                  spoke to the heart of people.


                  CHAIR: Mr. Benzakour, I have a question. Ethics is mentioned here a little.
                  We know that in many countries like Turkey, there is an ethics committee. At
                  the same time, we have not talked about replications. Everything depends
                  on each other and in your experience, in a country with a kingdom, and
                  within the context of the Mediterranean Association, you said that Morocco
                  leads  this  field.  What  is  the  message  that  Morocco  can  relay  better
                  according to its traditions or unique and different structures?

                  Vis-à-vis such challenges, what is the message that could be delivered in
                  better fashion? This is a deep thought but if you could elaborate on that, it
                  will be a good idea to think about.

                  Well, I will try to give an answer to your question but very simply I
                  should say that this is my personal opinion. If there is no ethical value
                  there is no human right. That is so simple because this way or that
                  way we need a proper functioning, we need it and we all need it. And
                  at the same time it is a necessity for us it is something it requires a
                  wholeness in itself. So, you should follow human rights as well as the
                  other  rights.  In  Morocco  in  our  office  we  reflected  about  this  issue
                  and actually I have handed out a small brochure to you which is about
                  the ethics. Behaviors and approach to certain cases the responsible
                  people how they should have a mode of conduct whether it would be a
                  foreigner or a Moroccan individual how they should work together and
                  come together, well, I have the French and English version, we have 17
                  principles that we rely on. So, this are 17 principles here I should to
                  refer to them again, the ombudsman institute as a mediator should
                  have a code of conduct.
