We have written them down article by article and we try to adopt the
               international rules on laws so that the users should have awareness
               of how to conduct and of course we are a mediator institution and we
               are also administrators as well. And we need to set an example for
               the local administrations for the regional administrations so that they
               should know how to act because if you do not have a good governance
               then nobody will rely on your decisions, nobody will respect you. That
               is  the  ultimate  truth.  We  need  to  live  by  certain  codes  and  people
               should have access to these codes as well.


               CHAIR: Thank you very much Mr. Benzakour. I guess the ones studying
               human rights are following up the Frankfurt School.
               In fact, according to today’s philosophy, this is is interpreted in a way that
               even Hegel has not normed. In Turkish, we can say `not underestimating`
               `not alienating others` and maybe we should start to see this.
               I am talking about the fact that the institutions must adjust to some new
               topics, specifically to the ones in the field of human rights. What do you
               think about stabilization of certain issues?

               Thank you, well first thing that comes to my mind is that maybe stability
               should not be insured at all costs. And the change is good I think we
               should embrace the change. Insuring the stability of mandate in my
               opinion is not human rights question it is the management issue. And
               of course, providing it is sufficiently funded then changes in mandates
               and adapting to the situation in society is very much necessary. So, I
               would say with sufficient funding we need to priorities so not all issues
               are equally at all times I would say in my office today apart from myself
               being here there is nothing more important than the refugees coming
               to Croatia in larger and larger numbers. And what it also takes I think
               is motivated staff that have skills and they are given opportunities to
               learn. When I mentioned the advisor, colleague that is today at the
               border crossing between Serbia and Croatia it was not me who called
               her and tell her to go there. It was her that phoned and said “I think
               I should be there, is that okay?” and I said, “By all means”. So, I think
               change is very good. I think it really keeps us up to date with what
               happens in society and what happens to the citizens.
