theologies, language professors, social worker, and journalist, probably
                  some  other  that  I  forgot  right  now.  But  no  matter  their  profession
                  they all have to follow and know and analyses and implement in their
                  work relevant judgements of the European Court of Human Rights.
                  In that sense we try to have lawyers who would be sensitive if I may
                  say so less strict and then other professions learn certain things about
                  law  and  implement  in  their  day  to  day  works.  So,  of  course  legal
                  profession is crucial in our institutions. It is very important but it is
                  also very important that we have other I would say softer professions
                  that would also help us as you mentioned to communicate more easily
                  what we mean in our strict legal terms.

                  I have not much to add of course also in our case the majority of our
                  lawyers they are very good lawyers, they tend to be domestic lawyers
                  so they know in detail the domestic law also the administration how
                  it work. It is extremely important but I think other skills are needed as
                  well, lawyers can also learn new skills but we also need other specialists.
                  In particular I am missing pedagogues and the people who know how   3 rd  INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
                  to communicate. I am sure when the ombudsman is doing inspections
                  he wants to have forensic expertise and other type of expertise that
                  you can also borrow. But I agree also that the others of course need to
                  be trained on human rights at least basic legal understanding.

            MALTA - In our country we are debating these issues very hardly because the
                  government has decided after we have been for the last last six years
                  campaigning for setting up NHRI to set up this institution. What we
                  are considering in fact I prepared a document which is on our website
                  perhaps it might be of interest for you to examine it, but my idea is that
                  there is no real conflict between the NHRI and the ombudsman. And
                  therefore, I think the most thing that should be addressed is the setup
                  of the NHRIs. We have suggested that the human rights and equality
                  commission  should  be  an  umbrella  institution  which  would  include
