most of the already existing authorities which tackle different specific
               human  rights.  I  mean  we  have  in  our  country  a  commissioner  for
               children, we have a data protection commissioner, we have a special
               needs  commissioner  and  therefore  it  is  impossible  unless  things
               are  well  defined  to  have  institution  that  is  over  powering  and  over
               reaching. The same thing has happened in the United Kingdom where
               a  strong  human  rights  commission  they  abolished  the  commission
               and therefore I think these things have to be addressed. Thank you.


               CHAIR: Any other comments or questions? Otherwise I may just conclude
               by  probably  and  we  are  very  much  honored  to  have  the  presence  and
               tomorrow Mr. Nikiforos Diamandouros the former European Ombudsman
               will chair the meeting but I have with me the strategy of the European
               Ombudsman for towards 2019 and the three key word, influence, relevance
               and effectiveness I think these are key words. And when is undersecretary
               of the ministry for the EU affairs also close to your comments when we
               work with the different human rights institution as the ministry because we
               are in a accession process we have a body reform monitoring group and
               then it has been changed in the reform action group we are trying working
               with respect to the whole independent structures to insure synergy.
               What Europe needs and the neighborhood and the whole international
               community  needs  today  is  to  rethink  and  especially  Europe  the  Telos,
               Nomos and Ethos of the way forward. And that’s where we can insure that
               the principle of subsidiarity to be close at the citizen and as our President
               has said this morning “İnsanı yaşat ki devleti yaşasın” in our tradition, in
               the very much tradition of these lands the Anatolia we can bring much
               more confidence in our way in interacting within the administrations with
               the expectations of the citizen. Its ethic of course is fundamental.
               I am very glad to have been selected to chair this panel and I hope we will
               be very much continue to our interaction because all your experience, what
               you have said are valuable for us, for Turkey and for the way forward for
               our institutions. Thank you.
