                           he  first  traces  of  good  administration  in  the  world  or  the
                           demand for good administration by the public are likely to
                      Tdate back to  the first written law code; however, one of the
                      most important documents put forward in accordance with today’s
                      modern  administration  understanding  has  been  the  Resolution
                      dated 28 September 1977  and no. (77) 31 on “the Protection of
                      the  Individual  in  Relation  to  Acts  of  Administrative  Authorities”
                      adopted by the Committee of Ministers of Council of Europe. Under
                      this resolution five principles were identified:

                                     Right to be heard
                                     Access to information

                                     Assistance and Representation
                                     Statement of reasons

                                     Indication of Remedies
