the disputes of the parties including foreign nationals out of the court
by means of a “mediator”, chosen by the parties based on their own
preference. It is expected from the system to reduce the workload of
the courts considerably and resolve the disputes rapidly and effectively.
 With the Law No. 6384 dated 2013, principles and procedures on the
resolution of some cases filed to the European Court of Human Rights
through compensation were designated. Accordingly, the disputes
arising from the claims that “investigations and prosecutions within the
scope of criminal law and proceedings within the scope of private and
administrative laws were not concluded within a reasonable time frame”
and on “late or incomplete execution of the court decisions or not at
all” will be resolved by the Commission to be established in accordance
with the principles laid down by the Law and based upon the application
principles.
 Presidency’s Communication Center (CIMER), which operates in
coordination with the administration and receives requests and
complaints of the citizens, has been established under Presidency of the
Republic of Turkey.

 Law on Protection of Personal Data No.6698 of 2016 was adopted in
order to protect fundamental rights and freedoms of people, particularly
the right to privacy, with respect to processing of personal data and to
set forth obligations, principles and procedures which shall be binding
upon natural or legal persons who process personal data.

 Human Rights and Equality Institution of Turkey was established in
2016 with the Law No. 6701 in order to protect and improve human
rights, ensure the right of individuals to be treated equally, prevent
discrimination against the exercise of rights and freedoms which are
determined by law and behave accordingly, combat torture and ill-
treatment effectively.

 With the Law No. 6713 on the Establishment of Law Enforcement
Surveillance Commission adopted in 2016, an Enforcement Law
Surveillance Commission was established under the Inspection Board of
the Ministry of Interior.
 Due to the transition to Presidential Government System, some changes
were made on the structures and organisations of the Ministries; while
some of the Ministries were abolished, others were merged, in a way to
decrease the number of the ministries. By force of new governmental
system, new units such as bureau, board and directorate were formed
under the Presidency.
