It is one of our priorities to elevate the level of compliance with the
recommendations to the highest extent possible.
On the other hand, significant steps have been made regarding
compliance with the recommendations and actions of Turkish
Ombudsman during 2015.
During the discussion of our 2014 annual report at the mixed committee
comprised of the members of the Human Rights Committee of Turkish
Grand National Assembly (TGNA) and the Petitions Committee and they
were asked to explain the reason behind their non-compliances.
Since the establishment and operationalization of Turkish Ombudsman
institution, I would like thank Mr. Cemil Çiçek speaker of the TGNA who
always supported us.
Without doubt, this situation created difference in attitudes by
public institutions towards Turkish Ombudsman, which is evaluated
as a significant development regarding the implementation of our
recommendations to be given in the future.
Bearing in mind that this practice shall continue, once again I would
like to extend my personal gratitude to the Speaker of the Parliament.
Honorable President,
The over-arching working principle of our organization is to generate
a culture of rights and to enable fast access to justice. Within this
framework, our actions and recommendations will highlight the
individual within the framework of equal citizenship and priority
granted to the principle of governance that is making the individual
as a stakeholder of public administration, instead of the one working
merely on the basis of a distinction between the governed and the party
governing as in the case of participation, transparency, accountability
etc. Therefore, it is meaningful to emphasize that our organization
does involve all stakeholders during its works.
On this occasion, let me reiterate that we have the desire to further
cooperation with the civil society organizations so that we can attend
the problems of the citizens in a more efficient manner.
I do believe that information flow and sustainable cooperation must
be established between Ombudsman organizations and the NGOs
