               Excellency Mr. President,
               Distinguished Guests,
               Now, I would like to invite Mr. Kamal Malhotra, the Resident Represen-
               tative of the UNDP Turkey.

               Honorable President of the Republic of Turkey,
               Honorable Speaker of the Turkish Grand National Assembly,
               Excellencies,

               Distinguished guests,
               Good morning, hello,
               On behalf of the United Nations Development Program, UNDP, allow
               me to begin by saying what a privilege it is to address you at this 3

               International Symposium of Ombudsman Institutions. As increasingly
               recognized at national and international levels ombudsman institutions
               are an essential mechanism for the promotion of good governance in
               the  civil  service  and the  promotion  and protection  of  human rights
               which  is  at  the  core  of  the  United  Nations  mandate.  Worldwide
               ombudsman institutions acting as one of the key national institutions
               on  human  rights  are  generally  structured  to  promote  and  protect
               human  rights  and  are  not  principally  focused  only  on  promoting
               good  governance  in  public  administration.  Their  importance  in  the
               system was also highlighted by the United Nations General Assembly,
               Resolution  63/169  which  encourages  member  states  to  consider
               the  creation  or  the  strengthening  of  independent  and  autonomous
               ombudsman  and  other  national  human  rights  institutions  and  to
               develop  where  appropriate  mechanisms  of  cooperation  between
               this institutions in order to coordinate their actions, strengthen their
               achievements  and  exchange  lessons  learnt.  Although  there  is  no
               standard  model  for  national  institutions  working  on  human  rights
               there are certain common elements to insure the effectiveness of such
               institutions which include the ombudsman responding to the needs
               of  individuals  specifically  disadvantage  groups  of  women,  children,
               people  with  disability  and  refugees.  Several  of  these  elements  are
