My last comment is Peter’s reference to an extremely few special reports not
having being accepted by the Irish parliament to give you also a comparative
perspective in the European Union whether European ombudsman has
the right to submit a special report to parliament. The average number of
complaints is somewhere in the area of 10,000-11,000-12,000, I beg your
pardon, this is Greece, my other half of my brain was operating, between
four to five thousand a year. There have been in 21 years in the European
Union there have been some 22-23 special reports. All of this except for
one have been accepted by the European Union authorities following the
intervention of the European Parliament. The one which do not happened,
again as Peter said will never come was a highly controversial issue which
involved the political power of the European antifraud office which was
then headed by deceased German prosecutor who wrongly in my opinion
mobilized all his German connections within the European Parliament
and brought about essentially a decision not to allow the report to come
forward for debate and I think this is one the- - fortunately the only case
of, you know, for the independence of the ombudsman in a parliamentary
support. Peter thank you very much for that. We can now go to the third
speaker who will speak to us about the ex officio investigating power. This
will be given by Justice Naser Seraj who is the president of the General
Inspection Organization of Iran. Justice will deliver his remarks in Farsi but
of course there will be a translation for us. And I gladly give him the floor
and I ask him again to be kind enough to observe the time limit. Thank you

would like to express my sincere thanks for the government of Turkey
and the Excellency head of the ombudsman of Turkey and the dear
and distinguished people of Turkey because of the hospitality and for
holding a very good international symposium of ombudsman.

before you in this symposium. I am very delighted to speak about the
legal status and the role of the General Inspection Organization, GIO
