function  therefore  your  intervention  acquires  importance  because  it
               requires need to suspend values and I allow two questions to be placed
               at the same time rather than one but since you have a host and you have
               to leave, I will make us a particular exception and I will give the floor to
               the  members  of  the  panel  that  have  been  asked  the  questions  and  we
               can proceed. We can resume our discussion since you will be leaving. I
               think that I am speaking for everyone in this room and for the speakers
               in thanking you very much for convening this 3  Symposium. We are very

               grateful to you for doing it and we hope that you will continue you to lead
               this institution successfully in the future. And give us the opportunity to be
               able to meet with you periodically to be able to share experiences and best
               practices with you. Thank you very much.


          PETER TYNDALL (Ombudsman of Ireland)
               Thank you Chief Ombudsman. I was asked to talk on the subject of
               how you use the relationship with parliament to make sure that the
               government complies with the recommendations of the ombudsman.
               The experience we’ve had in terms of compliance is a good one. Most
               government departments complied, most of the time we had very little
               problem.  And  I  think  as  I  explained  only  four  instances  throughout
               the history of the institution had led to situations where government
               departments initially refused to comply. And one of those has been
               resolved, two of them are in the process of being resolved and the
               fourth I think we will just have to put down to experience.
               I think the point Nikiforos made about compliances is a really important
               one and the fact that people agreed to do what you ask them to do
               doesn’t mean in the end they will do it or that they will do it properly.
               And I’ve always taken as an ombudsman that a case- -  you close a case
               when you give a decision or you write your resolution, yes, but you do
               not lose sight of that case and it is important to make sure that what
               you asked for is done and it is done properly before you finally close
               the file. So, I think the issue of compliance it is a very important one.
               We get almost no instances where somebody says, no, but sometimes
               an ombudsman is asking for instance for very large sums of money
               to be spent, put something right and you can understand in difficult
               economic  circumstances  that  can  lead  to  a  very,  shall  we  say  lively
               debate with the government before it is implemented. Thank you.
