He was a journalist by profession. He was on every television and radio
                  channel complaining about the behavior of the government and the
                  government was forced to a decision and since then there has been
                  no threat to the budget of the office. We have been through difficult
                  times as other people have so the budget was reduced at times not
                  because of anything that the office was saying but simply because of
                  the amount of money available was reduced. But I do think that if you
                  can get to a situation where it is a committee of the parliament that
                  provides the budget as many ombudsman offices have rather than the
                  ministry of finance defining the budget it does give you a better chance
                  of being able to retain your budget when you are being properly critical
                  of the administration.

                  I think two last questions, the gentlemen here in the front and then the
                  ombudsman of Sudan. My apologies to the others we are running out of
                  time and we are also mindful of Chief Ombudsman’s time table. Sir?

            SACİT ADALI- I have a question for all speaker but first of all, it goes to Mrs.
                  Valeriya Lutkovska.
                  Recommendations,  discussions,  annual  reports  constitute  a  stage
                  but  there  must  be  another  end  result  that  is  expected.  At  the  end   3 rd  INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
                  of  the  day,  do  all  these  things  enable  the  public  administration  to
                  change or transform itself? What do the Ombudsman derived actions
                  administratively and legally change in legislation, attitudes, behavior,
                  procedures and principles? What kind of activities do you have to make
                  improvements in your country in this regard?

                  Thank you very much. When we have a lot of applications some of them
                  bears systemic problem. Systemic problem are highlighted in my annual
                  report with concrete recommendations, how to improve the situation
                  with the legislation because the parliament is a legislative power. So,
