I think that where we as a community as ombudsman have a job to do
through our organizations to bring pressure on parliaments to respect
the role of the ombudsman. We are in a very heated discussion
with the parliament in Bermuda where a couple of parliamentarians
use very un-parliamentary language to talk about the report of the
ombudsman. And maintaining that dialogue of respect is really
important and sometimes I think when that relationship breaks down,
our colleagues can be very reliant on us to try and provide a bit of
solidarity and perhaps to intervene if they judge that is a useful thing
to do. So, usually it is a good thing but sometimes it can be used
against us.
CHAIR: Thank you, Peter. The higher authorities who organize this meeting
have told me that we can be given 10 more minutes so we make use of
that. I have promised to ombudsman of Sudan that I’ll come back to him
but I want to see if there is somebody else. I see one more hand, I take
that question then I go to him. Go ahead, sir? We will not have time to go
for four more questions unless we are given special dispensation. Yes, Mr.
Ömeroğlu?
KEMAL ÖNEN- I have a question to Prof. Gülan.
You mentioned the changing and evolving aspects of public 3 rd INTERNATIONAL SYMPOSIUM ON OMBUDSMAN INSTITUTIONS
administration. With the recommendations and the verdicts by the
Ombudsman and the judiciary respectively, is there a chance to
influence verdicts, or how will the situation be in the future?
I wonder your thoughts
Thank you.
PRESENTER- Thank you. Please sir.
PROF. AYDIN GÜLAN- Thank you.
It is very important to prepare a solid case file so that the administrative
justice can reach a better judgement. So, if Ombudsman can review
an administrative procedure, then it can be more comprehensively
elaborated by the administrative courts. Therefore, it shall affect
hearings in a positive and deeper way that is important to me.
