Ombudsman Institution of Niger - Thank you. I am coming from Niger, from
ombudsman institution. Of course I would like to congratulate you first
of all and I would like to thank to moderator. This is a very nice session,
a perfect session indeed. I have question but before that I would like to
make a small comment. Just a small comment, please let me.

In general, in my region, we encounter with two problems: first one is
about compliance to the recommendations and how can we make sure
that the administration gives a positive answer to our recommendation?
This is very well discussed in this session and the intervention of
the parliament. It is also important here the relationship with the
parliament is really important. As you know Parliament is voting for
the laws and there is also controlling the government. So, the relation
between the ombudsman and the Parliament can be used as a tool.
And in this way, the opposition can make some of the controls and
this is how we can make sure that the recommendations are compiled
to. I will ask a question about autonomy, the budget: this is related to
budget. The questions, the problems are both related to each other.
These recommendations and these compliance recommendations
are affecting the budget and the autonomous budget is important
and I would like to ask how you can create this autonomous budget.
It is really hard in my country. We have a certain budget as all the
organizations and this is affecting our independence. When you are
talking about autonomous budgets, how can we do this? I understand
this; but I ask this question to you all.

office, the first ombudsman produced a decision that was very
unpopular with the government of the day who cut its budget in
half. They cut his budget in half. He did one other thing and it partly
