Turkish Ombudsman Institution was established on the basis of the
Law no 6328 on Public Auditing Authority.
Turkish Ombudsman Institution is a public entity with a special budget,
reporting to the TGNA. The objective of this institution is to create an
independent and efficient mechanism of complaints about the public
services and to review and investigate legality and fairness of the public
services, to submit recommendations regarding all actions, services,
attitudes and behavior of the public sector from the standpoint of an
understanding of justice on the basis of human rights.
As it can be inferred from this, Ombudsman is not a judge. It is a person
or organization between the judiciary and the citizens and aiming to
protect the rights of the citizens’ rights and freedoms and preventing
unfairness associated with maladministration.
Within a short period of time, the institution finalized its organization
and started to receive complaints as of March 2013.

Distinguished Guests,
Foundation of the Ombudsman Instruction in Turkey is a reform. Via
this institution, it is aimed to provide better services to the public, to
mitigate their complaint about public services and to develop a public
service culture via a public officer committed to public sector services
within the scope of openness, transparency and accountability.
As you do know, during the last decade, important reforms went
into effect in Turkish public sector. Many legislative arrangements
have been made to ensure that the government-citizen relations are
realized on the basis of justice and citizens’ fundamental rights and
freedoms can be guaranteed.
Foundation of this Institution is a token of the transition from a
governance approach with an `ordering` tone to the one with service
based.
The fact that such an organization is established to generate
an independent and efficient complaint mechanism in Turkish
public sector, is an indicator of self-confidence in the state and the
government. It is also the reflection of the following philosophy:
