               Now, the third speaker will be Mr. Jernej Rovsek, the Acting Ombudsman of
               Slovenia. He will talk about Ombudsman and Anti-discrimination.

          JERNEJ ROVŠEK (Acting Ombudsman of Slovenia) –

               Thank you Chair,
               Ombudsman,
               Distinguished guests,

                Thank you very much for invitation. This is my first time in Turkey also
               first time in this seminar so in my first part I will very briefly introduced
               the  Ombudsman  Institution  of  Slovenia.  And  on  the  second  part  I
               will explain how we dealt with the cases of discrimination within the
               ombudsman office.
               I  work  for  ombudsman  for  20  years  and  before  that  I  was  at  the
               National  Human  Rights  Institution  so  I  worked  in  this  area  for  25
               years already and probably this is the last year I will work before my
               pension. So, very briefly the ombudsman institution was introduced
               in  1991  constitution  on  the  basis  of  this  constitution  provision  the
               ombudsman act was adopted at the national assembly in 1993. And
               after the election of ombudsman and deputies we officially started 1

               January 1995. According to constitution we have powers only in relation
               to the public bodies. I will mention only one very specific feature of our
               ombudsman act because it states that the ombudsman is obliged to
               act only in accordance with a constitution provision and international
               legal  acts  governing  human  rights  and  freedoms.  And  specific  laws
               are not intentionally stated in the law as the basis for ombudsman
               operation.  And  we  will  use  this  these  days  in  this  migration  crisis.
               Because the laws also in my country are not adapted to the situation
               which we face in this area so we will invoke only international legal
               treaties and constitutional rights.

               In our intervention according to the law we may refer to the principles
               of justice and good administration and we use this very often. And on
               this basis we can propose sometimes exceptional solution in cases not
