because we want to have conditions and we want to carry out all the
task which are required by the Paris Principles. Namely we do not
systematically follow the situation of the different types of human
rights violation, we do not systematically review the laws, the legislation
and also carry out educational and promotional activities. But we are
ready to do so if government provide us the conditions, human and
material resources for implementation of the task under the Paris
Principle. And we are ready to establish special center for human rights
and consultative body and we in last year visited Finnish ombudsman
and later in this seminar we will be explained about this practice, we
like very much this Finnish model and we are ready to accept this role
as a national human rights institution when this special human rights
center and consultative body will be established. According to coalition
agreement of the present coalition the plan to establish special national
human rights institution in the country, so we will see what will happen.
So far, no law was introduced in this area. And so far, we also were not
ready to accept the role of the anti-discrimination body because we think
that this will change the nature of the ombudsman institution. Namely,
as I mentioned we have competencies only in relation to the public
sector. If we take discrimination cases we would go into the private
sector and this will be then issue of the constitution grounds for such

rights institution any more in the country because if we act in relation
to the private sector they would be entitled to judicial protection and if
ombudsman is entitled if his decisions are entitled to judicial protection
he is not anymore the highest authority in this area. So, I think these
changes the nature of the ombudsman institution and to my knowledge
there are very few successful cases when ombudsman is at the same
time equality body.
And what is the latest information in my country the government
withdrew this proposal to empower ombudsman to assume the
role of the equality body and they proposed amendment to this
anti-discrimination act and they will introduce special independent
advocate dealing with the cases of discrimination.

So, to conclude we are ready the take the role of the national human
rights institution but not the equality body, I am ready to answer
questions later, so far thank you for your attention.
